Course title:
Scaling up universal access to HIV prevention and care in Asia
through operational research and effective management.
Course duration:
5 October - 15 November 2008 (6 weeks)

Background:
Through the support of Ministry of Health, Labor and Welfare,
Japan, the Japan Foundation for AIDS Prevention (JFAP) in collaboration with the Research
Institute of Tuberculosis (RIT) has annually organized the International
Course on AIDS Prevention and Care in Asia since 1994. The curriculum
has been developed to serve the global and regional HIV/AIDS policy.
The 2007-2008 curriculums are tailored to the recent global HIV policy
on “universal access to comprehensive prevention programs, treatment,
care and support by 2010”. In response to the global targets of scale-up
universal access to HIV prevention, treatment and care and the alarming
of dual epidemic of tuberculosis (TB) and HIV/AIDS (TB/HIV), the course
will introduce “Operational Research” (OR) as an important tool for
participants to scale-up the universal access to HIV interventions
in their countries.
The six-week Course is designed for HIV program implementers and
planners in the from government and non-government non-profit organizations
in Asia who will
highly commit to support the policy and implementation of universal access
to HIV prevention, treatment and care by utilizing knowledge and
practice
they learnt
from the Course.
General objective of the course:
To scale-up universal access to HIV prevention, treatment and
care by strengthening operational research capacity and strategic planning
skill.
Specific objectives:
By the end of the 6 week course, participants will be able to:
- access and utilize the reliable information and evidences from
research to support
HIV/AIDS policy and practice
- identify and analyze HIV/AIDS problem and plan for interventions
by using clinical, epidemiological and social and behavioral perspectives
- actively discuss and exchange information and experiences about
HIV/AIDS among
participants
- identify biological and clinical interventions and social
behavioral intervention for HIV
prevention and care
- describe the association between HIV and TB and the importance
of TB/HIV collaborative
activities
- develop and effectively present an operational research
proposal or a strategic action plan
on HIV/AIDS prevention and care
- critically and constructively comment the presentation
of other participants
- describe HIV/AIDS situation, HIV/AIDS policy and health
service in Japan
End product of the Course:
A draft of operational Research (OR) proposal or an action plan
Expected outcome after the training:
Life-long, self-learning, using OR as a tool for improving program
and services
Course structure:
Week 1 - 2:
- Opening session and opening lecture from Ministry of Labor, Health
and Welfare
- What are the current HIV and TB/HIV burden in the world, in Japan
and in different countries in Asia?
- How can we know the disease burden? (measurement)
- What are the existing knowledge and existing interventions (social
and biomedical interventions) that help control HIV and TB/HIV?
- How to update the HIV knowledge and the HIV interventions?
Week3:
- How to improve HIV prevention and care by means of the operational
research?
Week 4:
- How to plan and manage the program effectively?
- What Japan GO and NGO do for HIV prevention and care? (field
visit)
Week 5:
- How to evaluate and monitor the HIV interventions? How do we know
that we do the good job for HIV program?
- OR proposal development
Week6:
- Closing lecture
- Presentation of the OR proposals and the action plan
- Does the Course achieve the training objectives?
Course evaluation
1.1 Pre-post test
1.2 Quality of OR proposal/strategic action plan, quality of presentation
and ability to response to comments and questions during the presentation
Participants:
The course is designed as an interactive training which participants
having different backgrounds will participate in the training. About
16-18 participants will be recruited.
Applicants with the following qualifications are eligible to submit
the application:
- age 28-40 years.
- being the people of the following countries:
Bangladesh, Cambodia, China, India, Indonesia, Korea, Lao PDR, Malaysia, Mongolia,
Myanmar, Nepal, the Philippines, Sri Lanka, Thailand, Vietnam, and Japan.
- working in government or non-government/non-profit organizations.
- having direct responsibilities in planning, implementing, or
making decision on scaling
up HIV or TB/HIV interventions in the district, provincial or national level
or working for
specific vulnerable population.
- having sufficient command of speaking and writing English and
ability to use computer for
typing report.
Note: During the selection process, the international telephone interview will
be
arranged to prove English proficiency.
- having good physical and mental health to undergo the training.
Expecting mother during
the course are discouraged to apply because insurance does not cover. HIV status
does not
matter if she/he can stay healthy.
- having obligation to work for HIV/AIDS or TB program at least
1 year after the training
- having not so much experiences of attending similar long international
training course on HIV/AIDS before
Application procedures
(1) Applicants are required to submit the Application Form (attached
format).
(2) Letter of Approval of attendance/leave of absence from duty duly
signed by the supervisor (preferably the director of the department
you belong to) should be attached.
(3) Application Form without ID photo should be first sent by e-mail
or fax. A full set of the above document with clear ID photo and the
letter from the supervisor should be sent by post to the following
address by July 20, 2008;

(4) Selection of the participants will be made by the selection committee.
(5) JFAP will notify the successful applicants by email or by fax
by August 15, 2008
(6) The invitation letter with the travel and course instructions
will be sent to the participants accepted for the course.
(7) The participants are requested to start preparation work for the
action plan presentation on the issues of HIV/AIDS in their country.
