AIDS has been rapidly spreading around the world since the first case
was reported in June 1981 in the U.S. In February 1987, the Japanese
government was presented with information on HIV/AIDS and the establishment
of an HIV testing and treatment system was strongly recommended. In
order to carry out parts of these tasks, the Japan Foundation for
AIDS Prevention (JFAP) was founded in June 1987 with the approval of
the Ministry of Health and Welfare.
