AIDS has been rapidly spreading around the world since the first case was reported in June 1981 in the U.S. In February 1987, the Japanese government was presented with information on HIV/AIDS and the establishment of an HIV testing and treatment system was strongly recommended. In order to carry out parts of these tasks, the Japan Foundation for AIDS Prevention (JFAP) was founded in June 1987 with the approval of the Ministry of Health and Welfare.

Article 3. The purpose of this Foundation shall be to disseminate knowledge on the prevention of AIDS, to assist studies for the prevention and treatment of AIDS, and to conduct international exchanges of information on AIDS so as to contribute to enhance health and welfare of the people.

Article 4. This Foundation shall execute the following activities so as to achieve the purpose of the preceding Article:

  1. dissemination and enlightenment of correct information on AIDS,
  2. assistance for studies for diagnosis, treatment and prevention of AIDS,
  3. collection and provision of international information on AIDS,
  4. holding international conferences and other meetings on AIDS including training
    seminars,
  5. establishment and management of the "Japan AIDS STOP Fund",
  6. execution of any other activities necessary for the achievement of the purpose
    of this Foundation.
